My family had one. A 1991 4 cyl. Currently, I believe it was transformed into some sort of tractor in northern Mexico

E. For the purposes of this section, "historic vehicle" means any of the following:
1. A vehicle bearing a model year date of original manufacture that is twenty-five years old or older.
2. A vehicle included in a list of historic vehicles filed with the director by a recognized historic or classic vehicle organization during the month of December of each year.
3. A reconstructed vehicle that the director determines, on application by the owner, retains at least the basic original body style as manufactured twenty-five years or more before the date of the application.
I didn't see any use restrictions.

But the plate says 77. Can a "historic vehicle" not manufactured in the year displayed on the plate bear said plate?

If that's an '88 or '89 Probe, it actually is legit.
From azdot.gov :
Historic Vehicle
2 Plates Issued (1 plate Issued for Motorcycle and Disability)
$25 initial application fee/ $10 annual renewal. Vehicle must indicate a model date of original manufacture that is at least 25 years old. May require a vehicle inspection.
Also available for motorcycles. Also available with a disability symbol.
It doesn't stipulate that the vehicle be historically significant. It merely needs to be at least 25 years old.

I presume that in '77, they stopped changing the dies yearly. The newest-issued plates you'll find are stamped "77".

It MIGHT be legal if the person had the historic plates on something else and transferred them over to the Probe.
If they didn't, then it's probably not legal.

What sane person would have an historic car from 1977 then replace it with a probe?

Somebody who had to sell their classic and never surrendered the plates? Or somebody who took their classic off the road for whatever reason?

NC doesn't even let you opt out of annual safety inspections until 35 years. Which, as my Rover and Ford are both out of the 60s, and we've got two Benzes that are '79 and '78...

I'm only guessing here, but it seems that '77 is the newest you'll see. I presume they stopped making yearly die changes then, and continue to issue new ones that say "77".

NJ has both Historic and Collector's registrations and neither have inspections (aside from collector's with an odo check). However they are really cracking down on "deviations from stock". Good thing I've already got my plates.

NC gives approximately zero fucks, and just has a one size fits all "antique". Deviations from stock - whatever, man. You just have to be 35+ and pass an initial registration inspection. IOW, have signals, the vague resemblance of mufflers, no autocannons or grease slick devices visible...

Its just an age thing. The Probe is now old enough to qualify, for someone looking to save on insurance and registration.

It would be wayyy too hard for a state to apply any significant measure of "historic." In this case one might argue the Mazda-Ford tie up was historic. Or something to that effect.
